What it usually turns out to be
In the E90Post thread the scan tool wording is quoted as "A559 not present - instrument cluster: power supply has been switched off (closed-circuit current cutoff relay)", meaning stored but not currently active. The owner of the 2011 E90 328i saw a lift indicator light after drives, with no other faults, and sometimes the fault cleared when he restarted the car after a few hours. He had checked the fuses, two scanners gave the same result, the battery read 12.4 volts at about four years old, and the fault appeared after the car sat five days but not thirteen.
Replies in that thread: people sometimes use the OBD connector for a battery backup while changing a battery and blow the fuse that powers the cluster and the in-cabin OBD port (the poster recalls fuse 57 on most E90s); measure the battery voltage, put a charger on it and re-evaluate; and note that BMW tools distinguish a present fault from a recorded one.
One repair vendor, Actronics, which sells FRM remanufacturing, lists the models that show the code (E81, E82, E87 and E88 1 Series, the E90 family, X1 E84, X5 E70, X6 E71 and E72, and Mini R55, R56, R57, R60 and R61). It says terminal 30g-f supplies the cluster and other components, and lists the causes in this order: a battery that is not charged enough (it cites below about 12.15 volts), the footwell module, then worn wiring or relays, and notes that connecting diagnostic equipment without a stable power supply during coding or reading can cause it. Its fix for a code that persists is a remanufactured FRM.

Modules involved: FRM (footwell module)

Seeing A559 on your car?
I come to the car, read the modules and trace the fault to the actual wire, connector or module.
